This is a training issue. The US military is the largest training organization in the world. They train men and women to pilot aircraft,watercraft,and all types of vehicles on land but are losing way too many to motorcycle crashes...
Recently they have adopted some training courses that should help the problem.

TPM as well as many other riding schools have been aproached by the military to develop training programs. I'm not sure what has come of it though.

I remember an instructor from the Lee Parks Advanced Riding Clinic was saying something about a deal with the military but this was 3 years ago.
