For film crews, the term "live round" and "hot gun" means that the gun contains ANY round that can fired by the gun, including what we call blanks.

Lots of info being thrown around on this incident. All boils down to personal responsibility. Someone hands you a gun, first thing you do is look to see if it is loaded.
