because speed is an estimation, and they deliberately overestimate your speed for liability reasons.

there is simply no excuse for tach errors, as the computer needs to know the exact RPM anyway to figure our air/fuel mixture, etc, anyway.... figuring out the RPMs is easy and nearly an exact science... figuring out speed is much more invovled because sprocket and tire size changes effect it.
