Does the lower triple ever get swapped out too, or just the upper?

The lower triple gets swapped out when going to an adjustable front end. A number of companies make a fully adjustable set to alter the rake and trail of the front. For a street bike like mine a set like that is a little over kill. You can buy a set of non-adjustable triples but if your spending that sort of cash might as well get something you can play with.

The track bike I’m planning on building is another story…

Ok, gotchya...reason I ask is I take it the upper tipple gets swapped not only for bling factor, but to shed a lil weight...figure swapping out the lower would help shed more weight too.

ah that's crap... you're not gonna see a big weight reduction... I view this kind of swap more for strength. In some cases so you have more room to play with front end height. Of course a third factor is always the droool factor...
