Yes, they use the same FRS frequencies as an other FRS radio.
I believe FRS is 14 channels and GMRS is an additional 8.
The Chatterbox units may not have all the frequencies, and the channel numbers may not match up (I know for sure that the GMRS channels are all different), but they will talk to each other, including using the security/privacy codes.
