It's probably cement powder (or speed dry like Cakes mentioned) to clean up some fluid (probably oil) that was on the track from a prior crash. The dude gets his elbow down!!!

Props to that guy, wish I had his skill. Looks like his leg and elbow were actually keeping the bike upright enough on the contact patches.
