watch the video, but focus at 1:47 to like 2:06 and look at the guy and what he is holding with his right hand, lower left hand side of the video.

Cop was totally within his rights. A meeting was organized and the girl apologized but still faces assault charges. It would seem that karma isn't without a sense of irony since she has been arrested once before for punching some kids in the face and robbing them.
