It's not abuse, it's called self defense, how about saying the owners should be able to comprehend animal control instead of always pointing the finger at the innocent victims. If their owners had half a brain they wouldn't be putting their dogs in many negative situations to begin with...but that's ignorance for ya, stupid is as stupid does.
