What is user reputation?
The User Reputation System provides a way of rating users based on the quality of their posts. Registered users can add or subtract reputation points from other users by clicking the reputation link in their posts.
User reputations will allow community members to tell which users are active quality members and which users are less so. In response to this user feedback, we have the ability to automatically label and reward(or penalize) users for the quality of their posts, as is indicated by their reputation level.
Defined reputation levels will break down the reputation ranks. User reputation levels work very similar to "user titles", and user "ranks", in that they are an indicator of status that are displayed next to names in posts. A user will need a certain number of positive reputation points in order to increase to the next reputation level.
What is the point behind user reputation?
Aside from the obvious of promoting positive community involvement, the reputation system will be an underlying system for user level promotions. Promotions will change a user's group memberships when they meet certain conditions, one of which will be their reputation level. So for instance, a certain member could be auto promoted to moderator status based on their continual positive contributions to the community. The same idea carries over to the other end of the spectrum. A user who racks up too many negative reputation points may be assigned a probation, or even auto banned from the site.
Reputation Rules and Calculations
Here is a brief outline of the Reputation System build up. The system is designed to prevent abuse in most areas. Of course any obvious abuse of the system will result in an account ban.

But what about the Off-Topic Forums?
Reputation is site-wide. If people think you're a prick in the Parking Lot, you'll be a prick everywhere. Your Reputation is your Reputation. It doesn't change depending on which forum you post in.
You must give rep based on the POST and its CONTEXT within the specific FORUM.
Here are SBA's official Rep Rules (Subject to change):
Default Reputation: 0 (I just changed this recently from 10)
Administrator's Reputation Power: 25
For every 15 days, users gain 1 point of reputation-altering power.
For every 10 posts, users gain 1 point of reputation-altering power.
For every 10 points of reputation, users gain 1 point of reputation-altering power.
A user must have 25 posts before his reputation hits count on others.
A user have 10 points of reputation before his reputation hits count on others.
A user can give 10 reputation clicks over each 24 hour period.
You must give 20 different people reputation to before you can hit the same person again.2
If the reputation system is designed to reward those users that contribute to the benefit of the community. And punish those who violate the rules. If the rules of behavior are different between forums then so are the criteria you must use when rating that behavior.
