The UN can't enforce anything it does - only the individual countries can. Considering the US supplies most of the troops... yeah. Problem. We're already getting all our soldiers killed in Iraq.

In a way your right. But mike, the UN does a lot more behind the scene's. We provide all the humanitarian goods for our troops, such as tents medical supplies artilary etc etc. Right now i am with Department of Peace Keeping operations and our main focus is to assist the whole war with Lebanon. Remember there are delays in sanctions being passed but that really has a lot to do with indiviual countries. The UN is not just some sole decision maker. the UN is made up of a majority countries of the world. All in all decsions are based on a unified decision. which is why things can take "too long".
but then again, everything fucking takes too long. lol
