If I were the US government I'd withdraw all federal aid to disaster's including Katrina victims and institute a funding scheme based on public donations and cite the reason as the lawsuits from the New Orleans residents. Then laugh how no one wanted to help.

I remember how the "citizens" of New Orleans where helping themselves to new TV's and Liquor from stores they didn't own and ignoring the needs of the elderly and infirm trapped in their homes.
