I have had a battery tender for quite a few years now. I alternate each week between the R6 and the FZ1. As of the last few days now the tender flashes red, then green. It never used to do this.. It would start red after I came back from a ride and then after some time would go to Solid Green.
Time for a new one?

got a few back in 2008, 1 out of 4 have burned out (maybe because it was in a dusty storage area). the other 3 are still OK - maybe get a multi-meter and test it.

EDIT: just re-read your post; thats how my battery tender works - starts red, then stays green.

On the tender it says flashing red means its plugged in but battery not connected properly.
